In this case you pick a card, and draft as normal, at the end of the event the cards are yours to keep. The packs are pre-opened, wrapped with a small 'sticker-thing', the cards have been marked on the face in some way (with a marker stamp or some such) to denote that they have been recorded by the Judges and are legitimately part of the pack.
